Why are they in a crate?

She is meowing because she does not want to be in a crate, they need space, they are not crate animals like dogs can be trained to be.

No reason to bring to the vet, as said, not every kitten is going to play. It could be an issue of finding the right toy, her getting use to things, personality, combination of stuff, etc.

I have over 20 of my own cats, deal with dozens a year (TNR/rescue), and dealt with thousands in my life, seen about everything, lol.

She is basically a toddler who was taken away before fully weaned. She is scared and you lock her into a crate with a bigger animal. Cats do not have a wind up spring that says "three times and it will play". She was taken away from her mother, then you held her extensively and now you expect a perfectly happy little fur ball. That takes time especially under all those circumstances.
