Apple doesn't refuse to compete in low-end segment, just look at the latest iPhone 5C. But Apple doesn't make great success in it.

This is not a low-end phone. And Apple is having success with it; it is the iPhone model that is drawing in users from the Android market who are willing to pay at most $99 for a phone.
