Where or how are you supposed to find DETAILED instructions for cell phone Apps?

Specifically "Music" on an Android LG Optimus phone?

Like what the various icons mean?
Copying songs to folders and then playing everything in a specific folder?
How to select everything in a folder for a playlist?
Etc.

Basically a "how to use every feature" instruction manual. These have been included with products ever since I can remember, but not with cell phones for some reason!

I've had good luck searching for the app and a manual on my desktop computer. Sometimes at the Google store there is a reference to the instruction manual.

There are very rarely instructions for things like that. There may be a youtube video or something explaining what it does but I don't think many developers write manuals anymore. The buttons are meant to be intuitive, so the icons are probably fairly universal. What are you having problems with?

Click the button and see what it does. Make sure to read the prompts.
