That is correct.

I own my phones, so I only pay $15/mo.

If you purchase a phone at a discount via a contract, that extra $25/mo you're paying is how they subsidize the device. I'm not sure what it costs for a tablet that is purchased under contract; I own mine, so its only $10/mo.

I think the amount also changes on lower data plans; I'm not entirely sure, I just answered as to what I am paying for my plan.
