A bad one, apparently. Doesn't know he can recover the phone relatively easily and quickly, sent a phone out for repair instead of just taking it somewhere local (I mean, maybe he lives in the wilds of Montana?), tried to blame Apple for any number of personal (and apparently professional, remember, he works in IT) failures, and on top of all this...as an "IT" person - didn't know you can turn off lock/wipe after 10 tries.
I mean, it's Apple - it isn't that hard. And to harp even more - like others have said - Google does the same thing. Hell, my Blackberry from what, 12-15 years ago could do the same thing.
OP - you dropped the ball here and need to own up to it. Follow any number of guides online on how to put your phone into recovery mode, wipe it with iTunes, sign back in with your Apple ID and turn on iCloud next time. You know, like the rest of the Apple world does so we don't lose our data.
