I'm sure that is the case. My suggestion is to follow someone who is taking the test at your local DMV and see where it takes you. Or just ask the inspectors when they finish a test.
Best option is to ask a driver's ed instructor. Generally they know which routes the DMV uses and when I took driver's ed, we practiced on the route. If nothing else, the driver's ed instructors have a general idea.
At 16, I had to take the test 3 times to get my license here in SC. I grew up here and learned to drive here, so if I'm a bad driver, it's because I'm a local product. Truthfully, I was extremely nervous and anxious about the test, and I was a 16-year-old female so I had all the drama that went with the territory.
I went to the same DMV each time. I had a different inspector each time. Two times it was the same route, another time it was different.
We have quite a few DMVs here in the Charleston area... the teen should go to the one where they feel most comfortable driving, but they also need to practice driving where they will be driving.
You might get graded on the same things, but the driver's test at the West Ashley DMV is different than say, Kingstree... .
Most DMV's in SC have 2 or 3 routes. Most are between 3-5 miles. At this time, they do not include interstate driving. There will be at least two graded left turns and two graded right turns (preferably four of each). Included will be sign recognition, lane changing (if possible), proceeding through a controlled intersection (stop sign or traffic light), basic car skills (such as backing, parking on a grade, three-point turn, and the dreaded parallel parking).
Wow, they still do the three-point turn and parking!!! Not in some states that I was stationed at. I.E. Virginia. No parking. They claim most parking is in a shopping mall atmosphere. Hmmm.

The reasoning that they use is that the 3-point turn and parking put several skills together, and that being able to put multiple skills together shows one has mastered basic driving skills.
Of course, then the same kid goes out three days later and gets a ticket for doing 55 in a 25.
