We have a wedding anniversary approaching, 18 years. I am asking for suggestions for a special, romantic restaurant that may be a little different, not a chain. Any suggestions?
It depends on your budget and how fancy you want to get. On the lower end, places like Lulu, 300 East, Cafe Monte, Good Food, Vivace, etc. are good and can be romantic. Mid-range I'd recommend a place like Zebra or The Fig Tree. If you want to go somewhere really expensive, try the McNinch House. There are other places in the range of Lulu/300 East/etc. but I'm not coming up with any more off the top of my head right now.
I will second Fig Tree. One of our favorite restaurants in town and usually one we do go to around Valentine's Day or our anniversary while in town. Bentley's on 23 may also be a good choice, especially with the view from a table by a window. I would say Passion 8 for the food, but the dining room set-up does not really lend itself to a more inimate / romantic setting.
McNinch House would definitely be a "special occasion" restaurant if you want to do something a bit outside of the norm in terms of local places.
Any of these places will knock your socks off. They are all unique in their own way and have some pretty amazing talent in the Kitchen, or you could always try your luck at Applebees.

King's Kitchen! I knew I was forgetting something in my earlier list! King's Kitchen is really great food, not expensive, and good for the local economy.
