Here's an unpopular view - when I discussed this with my husband he said "Water is subsidized and too cheap anyway. They should have raised the price way before they had to put restrictions in place. The more you use the more it'll cost ya. Americans don't get it - we have never had to truly pay for our wasteful and over-consumptive ways."

Hmm, I think it's plausible but I the rate hike doesn't make sense. Tell me why? Every other utility seems to reward you for using less of a scarce resource. I understand that and that's why I don't have a problem per se with the average cost per gallon going up as you consume more. However we've decreased consumption and now we're told that it's going to go up anyway. "It doesn't compute". Can water-works employ their own suggestion and "conserve"? If it means decreasing head count, then so be it. If the hike were framed as this would cost jobs, I might be able to swallow it but it comes across as we just need more money and we're the govt so we can do it anyway.
It's a temp hike to recoup some losses, so the average water user may end up paying $5 more a month during the hike. Yes, they may make it perminant, but as others said our water has always been pretty cheap here. Charmek Utilities is just like every other entity if you have a budget and you aren't taking in the revenue to hit that budget, you have to charge more. As with this, you can still use less and pay less. We can still conserve and pay less, it is not a tack on fee it is a percentage increase to your usage, so the heavier users will pay more. One way or the other we pay, either via taxes or the water usgage, I prefer this method.
