I got hit in the parking lot of Mitsuwa today by a car backing out.

I moved to the sidewalk I was able to see the car driving away.

About an hour after I started to hurt. Two hours later I threw up and have a horrible headache and feel pretty bad.

I went to see a doctor and am home now.
I called the Arlington Heights police to report the hit an run and they refuse to tale the report over the phone. They told me I have to return to the scene or the main Police station.

I cant drive right now. Vomiting and being dizzy don't work well with driving.
I told them this but they refuse to take the report.

Is there anything I can do?

Yes, go to the station when you feel better. The report has to be taken in person so the vehicle can be seen (if you were in one, not sure if you were a pedestrian) and the identity of the person making the report be confirmed. You should have called when it happened. I assume you don't live in Arlington Heights.
