This is definitely not true for everyone. Even when it is true, you can't pay your property taxes with home equity. If you can't afford them, you have to sell.

Excellent point but unfortunately it won't help that person pay their tax bill. They could take out a loan against that equity or realize the gains when they sell.

It has also had really high crime rates pretty recently-- Recently enough that if I lived there I'd be keeping my fingers crossed rather than trolling other cities.
