Do police ticket based only on signage or on something else (Chicago: car, parking)

Outside my building is a section of street parking that holds about 8 cars. On one end there's a sign for it being a 15-minute flasher zone, but around the middle (about four car spaces in) there was the sign pointing out that it was the end of that zone, so the remaining four spaces were just regular open street parking.

Well a couple weeks ago some douchebag cut down the middle sign to steal a bike that was chained to it, so now the only visible sign is the flasher zone sign which suggests that the entire section is a flasher zone. The sign hasn't been replaced yet and I don't know when it will be.

If a cop comes through for ticketing or something, will they somehow be aware that half of that area is open parking, or will they just see the remaining sign and write tickets based on that? And what about towing/booting?
