Inspired means in Theol. terms (Random House Kernerman Webster's College Dictionary) a divine influence directly and immediately exerted upon the mind or soul. My question is if this divine influence is the holy spirit, or just divine influence from God or saints. It could be the holy spirit, it could also be saints ? Are the saints called divine?
"Inspiration" is related to "spirit" or breath and would be through the Holy Spirit. What instruments the Spirit uses and the degree of detail in that inspiration from mild urge to direct revelation will vary.

I couldn't say, and it is dangerous to think of the Bible as "THE authority," both because original manuscripts may or may not have been so inspired and subsequent copies may have been subject to "creative editing." Best to trust the guide promised by Jesus and check it against all the tools we have for that purpose.

The "guide" promised by Jesus IS the Holy Spirit, and if a particular text is verbally inspired you can check it BY the Spirit, as well as using reason and the testimony of people you know are walking in that Spirit.
