It has really become a significant player based on these figures, but it still seems so small compared to the populations of New York and Los Angeles areas.
Austin and San Antonio should be one big CSA. They are only 30 minutes apart from North edge of S.A to the south border of metro Austin. Down town to down town is about an hour drive. Combine metro, there are close to 4 million residents.

That's more than enough reason for them NOT to be a CSA.

If there aren't enough commuters between the two, then they won't become a CSA. Texas has an interesting set of cities though. You have Houston, which is a big city all alone, then DFW (which is like the Twin Cities), and then you have Austin and San Antonio. Almost acting like DC and Baltimore.
You will never know what will happen in the next 5 years, the economy could be worst than what it is today and Texas might not be booming.
