Toronto isn't centrally located in porportion to the rest of North America. Even Chicago is located a bit too north. Think about it like this, which city would it be about roughly the same distance, give or take a couple 100 miles) to travel to from all the major population centers across North America?
Certainly not Toronto.

Anyways, taking in all the criteria, I think Los Angeles is the best choice, despite its west coast location, it is the best representative of ALL of North America, not just the english speaking nations.

I voted D.C because it's already the Capital of the U.S haha. Had I read your criteria before voting, I would have voted Chicago.

That's about the sane line of thinking I had. That leaves Atlanta or a city in Texas. Probably Dallas, which is not on the list for reasons specified by the OP.

I guess I was one of only two to vote for Toronto.

Despite its far Northern location, it truly is "the world in a city" to me. I have never seen such diversity outside of NY & London. That came to mind before anything, really.

L.A. in my opinion comes very, very close though.

Not LA and defintely not Mexico City. Washington DC is the current capital i think If it happened Washington DC would just get bumped up.

DC = Capital of US.. therefore since US > World, then definitely US > NA, so DC.

^^^ I'd assume that's been the thought process for a majority of the voters.

Lol does anyone even attempt at the criteria anymore?

And about Chicago & Toronto for centralization, I found them to be as central to North America's total land mass as any major city (cities) can possibly ever get, leaning a bit East though:
