Let's not forget: How easy is it for an East Indian male to date a Latina?
Hmmm...neither? Or tie? But let's not all rush in to answer that one!

Reason: more to add
How is DC > LA in terms of education? For higher ed, LA has Caltech, UCLA, USC and Pepperdine. Also, LA has Whitney High School and nearby Oxford Academy rated as some of the best high schools in the country.
This one on one comparison between Washington DC & Los Angeles doesn't exist yet. (I don't understand why not)
Criteria:
- Education: DC. More educated people. Georgetown > USC + UCLA imo
- Economy (Health): Well, DC has a higher GDP per capita, but it's not as economically diverse as LA
- Diversity (culture/people): LA
- Diversity (languages): LA
- Scenery: LA
- Skyline (can be monumental too): LA
- Shopping: LA
- Food: LA
- Ethnic enclaves: LA
- Public transportation: DC
- Parks: DC
- Downtown: DC
- Education (more educated city): DC
- Education (K-12 & Colleges): How's this different from the first two?
- Airport (User friendly?): DC
- Roads: ? DC has some bad roads, so I guess LA
- Professional sports (and their venues): LA
- Anything else you can think of
Which would you rather live in?
I have it 9 rounds for Los Angeles and 7 rounds for DC on my scorecard.
Even though I'm not the biggest fan of DC, there are some special things about living in this city. For example, I got back into town last night, and caught a cab back home from National Airport. There's nothing quite like crossing the 14th Street Bridge and seeing the Washington Monument, up close and personal, with its flashing red lights at the top. I mean, LA has the Hollywood sign and famous landmarks, but they're just not the same as the Monument. I'm still in awe of it after all these years. Sometimes I actually think to myself: "Wow, I can't believe I live in arguably the most important city in the whole world." That's a special intangible DC has that LA can't match.

It's hard to say which school is "better" in this case as they are all very good schools. While it's easy to make the argument that Harvard is better than West Virginia, it's obviously much tougher to argue that Cornell is better than USC.
Imo, Georgetown carries more prestige than UCLA or USC. Just like Tufts carries more prestige than the University of Minnesota, even though the Golden Gophers outrank Tufts in your link.
I'd also have to say that I enjoy the nightlife and "street beat" of DC a lot more. I'm quite surprised the OP didn't include Nightlife. That definitely impacts my decision to live in a particular place or not as a single guy. For any single person, I think it's ultimately about career and nightlife, and DC wins in both of those categories (unless you're in entertainment).
U Street
Bloomingdale
Bloomingdale Farmer's Market
Sunday @ Meridian Hill Park
Sunday Brunch @ Creme (Brunch is the late 20s version of the club anyways)
The OP included education as criteria 3 times but didnt include nightlife, LMAO.
