Toronto is not a part of any county, or any "county-equivalent". It is it's own city.

Like someone already said, Washington DC would stay the same since it's not in a county.

Baltimore would also stay the same since it's an Independent City (ie Baltimore City is not in Baltimore County)

If Baltimore County were to consolidate with the city, then the new Baltimore would have a population of 1,427,232, over an area of 774 sq miles. That said, I'm pretty sure pigs will fly before this happens.

wait... I thought Baltimore County only had like 800K people since it is independent of Baltimore city?? In that case it would be Towson-Baltimore in addition to another city called Baltimore wouldn't it??

Wikipedia has the BC population at 789,814.

If the city of Los Angeles consolidated with Los Angeles County it would have a population of 9,848,011 and be the largest city in the USA. It would be pretty hard to manage over its 4,752 sq mi, of which over half would be in mountains that reach elevations of over 10,000 feet and undeveloped deserts.

Jersey City - 243,000 in 14.9 sq mi
Hudson County - 609,000 in 47 sq mi (smallest county in NJ, but 5th in population)
