It may not be among the best for urban aesthetics but as America's desert metropolis Phoenix does have remarkable beauty around the valley with stellar sunsets.

Seattle - you can't beat the Mt. Fuji of the west Mt. Rainier . it's view OMG
San Francisco - the city itself, the bay bridge and golden gate and the landscape of the rolling hills and Victorian houses.
Los Angeles - I did love the scenery of the palms with the mountains and desert like feel yet also Mediterranean also.

My vote goes to Chicago, San Francisco, New York, and Boston. All four are incredibly photogenic cities.

This would be my list too. Ive actually contributed photos to each of those city's "photo" threads on C-D. DC and Philadelphia are worth adding to that list too.

Lots of them are photogenic, but San Francisco is tops.
NY, Chi, Seattle, LA, Miami, Boston, DC, San Diego, Portland all shine as well.

San Francisco and Boston also belong in the discussion too, for what it's worth but this would be my top four, in my opinion.
