I'm curious, as I rarely go to the downtown area during the day, is it a lot of pedestrians like shoppers, workers and tourists? Or, is it like during the night where its mostly a college club goers?

Not sure it is a true street scene but Atlantic City NJ is definately lively

If you're seeking lots of foot traffic+grit, I'd say Jersey City, NJ; Hoboken, NJ (parts of Hoboken away from Washington St. are actually semi-gritty); and Berkeley, CA. The most foot traffic+liveliest street scene in the <250k population bracket would easily go to Miami Beach, however...but Miami Beach isn't that gritty.

What about Alexandria VA - Especially the old town area
It's busy, but only along one street (King Street). It's more similar to Charleston, SC. I still stand by Hoboken, Jersey City, Berkeley and Miami Beach.

Berkeley immediately comes to mind although CAL obviously helps. Santa Cruz is another one.

Mainly nightlife but as a good amount of reataraunts and cafés with small businesses, not the best example but is getting better.
