Easily Seattle, that does not even include the entire metro area with cities like Tacoma, Kent, Bellevue etc... Tacoma has one of the highest percentage multiracial populations in the United States.
And if we include people mixed with another ethnicity besides black, Seattle blows Minneapolis out of the water.
P.S. If you don't believe me. Simply look at the map provided below from the 2000 census. The contrast between western states and eastern states is pretty stark. Hawaii, Alaska, California, Washington state are near the top. http://www.censusscope.org/us/map_multiracial.html

There will never be a known answer to this.
A good amount of biracials just identify as Black so that large portion of biracials aren't accounted for. So it skews the numbers a lot. Whatever figure you may come across in this thread is basically just a guess.

The link you provided clearly shows the MPLS - STPL MSA with more white and black couples than the Seattle MSA.
MPLS - STPL: 14,956 (24.01%)
Seattle: 11,636 (12.47%)
According to the 2010 census Seattle has 31,247 multiracial couples and the central cities of MPLS - STPL have 28,589. As far as the metro areas are concerned, the Seattle MSA has 183,868 whereas the MPLS - STPL MSA 90,748.

Exactly the metro area of Seattle has twice the number of mulitracial couples as minneapolis. Plus if you look at Washington state as a whole the number of mulitracial couples is much higher than Minnesota.
As far as what percentage is black/white the suburbs outside of Seattle still surpass Minneapolis. Especially places like Tacoma and south king county.

Interesting.....now I'm curious which metro has more black/half-black residents, because MSP had more black people but Seattle had markedly more bi-racial people, many of whom are half black I assume....
