Portland, Oregon!
Very urban, great public transportation and lots to do

also San Diego. More urban than most people think. One of the most under rated public transportation system in the country?

Both Vancouver BC and Seattle imo. Both pretty safe, dense, walkable with beautiful natural beauty.

I echo what many others say. The Pacific Northwest cities strike the best balance between urban density and elbow room, city pulse and laid back vibes.

St. Louis all the way. Very urban and bustling (compared to where I'm from) but people are still very friendly and helpful.

A lot of California cities are laid back.

San Francisco is one that instantly comes to my mind as very urban-dense but enormously laid back.

Los Angeles area is more suburban than urban and is a little more high-strung than San Francisco, but still quite laid back for how big it is.
