In any general election, a candidate would avoid these regions because it's a waste of time. These two region will vote Democrat no matter what. What make these regions unique is that they have high concentration of elite and poor.

Just my perceptions. I think it's probably California overall.
Edit: It was the whole West Coast? It's still on top either way I think.
One thing to note about the West Coast is that anything more than say, 30 miles from the coast is decidedly conservative (Other than in LA and the Bay area, where it 'bubbles' out a little and more inland cities are still fairly liberal.)
Never in my entire life have I EVER been called a racial epithet, or felt that didnt' belong, living 30 some odd years in SF and having visited nearly every city and town worth visiting on the West coast.
A few years back, during my first trip touring the entire northeast seaboard, visiting countless towns and cities from Maine to DC, I could count an incident or TWO each and every DAY where racial epithets were hurled at me or my family just for simply being. This is all the evidence I need.
The East Coast still has a lot of tradition and b.s. about blue bloods who tie back to the Mayflower. Though it has its "limousine liberals."
Though there are some third, fourth and fifth generation California families, none of it is very pedigreed, and there are no "formulas" on the West Coast.

Well if that's how some are gonna decide this then I guess the Bay Area is the most racist place I've ever been since its the only place I've truly experienced racism on multiple occasions.
