When I was in my teens I use to travel both. NYC winters aren't as windy nor do they reach the lows like Chicago. One thing I notice is that the winter gets real once you land in Ohio when driving from NYC to the chi.
Chicago has the harsher winters, due to the lack of a huge ocean moderating the temps, like in NYC. The only body of water that influences Chicago is Lake Michigan. Also, the Appalachian mountains mitigate cold blast, so by the time they reach NYC, they aren't as powerful to cause snow and cold to the extent of Chicago's.

It's odd that it was the 2nd coldest and 3rd snowiest and yet people didn't really seem to care much overall. They whined a lot, but life went on this winter just like every other winter, especially coming on the fact it was SO warm last year. Pretty much 40's and many 50's.
Yeah, it was top 3 all-time for both cold and snow (normally the two do not go hand-in-hand) this winter, and it sucked. Probably as much as the rainiest-ever year in Mobile or the hottest-ever summer in Houston. On balance, winter is simply not that bad. And NYC/Chicago are more comparable than people are letting on here - clearly Chicago is colder, but it's not that drastic a difference.

Maybe it should be about which city deals with its winters better. Take for example Montreal which has a harsher winter than either, but mitigates it by having near fully enclosed bus shelters and the largest underground city/complex in the world.
Chicago, no question. Even a quick weather.com search for averages would lay this out and answer the OP.
