I actually think THIS match-up is more of a challenge... Los Angeles is easily featured in WAY more films, but most people are not even focused on the "where" setting. Most people don't even care. H*ll, often people will watch a film that's filmed 100% in Los Angeles, but the movie setting is supposed to be Texas, or New York, or even London... The viewer doesn't even question it.
I say that because, the "which city has been featured in the most films and tv" really holds no weight as far as recognizable. NON what so ever...
I'm sure there's more than one film out there that the story was supposed to be set in Washington DC, but it was filmed in Hollywood and if you look closely enough, you can even notice a palm tree or 2 in the background... BUT in that case, the notability would be going to DC, NOT LA... Because the dumb viewers are going to say "oh, that movie was in DC"
DC competes ONLY because it is the Capital of the USA. No modern society on Earth has not heard of America. And everyone that knows America, knows New York, Hollywood films and The White House.
I say Los Angeles wins by a margin, BECAUSE there are still MANY MANY people, while knowing OF the White House and the US Capitol Bldg, they still don't put 2 and 2 together and somehow think that New York is the Capital of America. But those same idiots still know all about Hollywood, California...

Most people watching films don't care where the film was filmed or even where the setting is. They are distracted by the explosions and boobs.
People that log on to this thread are more likely to care, because obviously, things like "location" matter (or else they wouldn't even be in a "city vs city" thread). But typcial movie watchers couldn't run down a list of films and correctly tell you where the movie was supposed to be located, or filmed.
I know people that think Robocop was NYC (Detroit but filmed in ATL), Purple Rain was NYC (Minneapolis) and Save the Last Dance was NYC (Chicago),
In Austin Powers, they poked fun at how much people don't notice when they had a scene with Austin Powers driving a car and said "You know what's remarkable is how much England looks in no way like Southern California"
I vote Los Angeles. From, Hollywood to Disneyland LA has brought the ENTIRE world pop culture as we see it today. Yes, National Government may be more important and relevant but how many people care that much about it? That's the point. Whether it's right, wrong, moral, immoral, or sophisticated or not, it's what people all over the world see most that matters. LA is more recognizable. I'm almost positive that throughout the world DC can be pointed out based on a few of it's landmarks. So can LA. But that, IMO is where it ends. DC doesn't have a country of 1 Billion people copying its influence the way Bollywood copies Hollywood. More people can name every Disney character before they can name the branches of our government. Sad I know but popularity isn't about brains
Like how many Americans assume Sydney is the capital of Australia, I am actually fairly sure you'll find a lot of people who think New York is the capital of America.

That's why I said I think "Hollywood" might have more name recognition than LA. That said, I think LA takes it slightly.
Just my two cents saying that LA wins this easily. The influence of media, and everything that the word "media" entails, is not to be understated. It is both the most populous and most popular city in easily the most populous and most popular state in North America, maybe in both Americas. As several others have pointed out, LA is second in name recognition to New York only. And while DC has much going on for it, to most foreigners, DC isnt gonna be in the top 3-4 American cities that first come to mind--but you can bet that LA and NY are gonna be in EVERY one's top 3-4...
It also seems that many people seem to forget LA's influence beyond entertainment, even the negative attention. It is the scene of two of the most violent riots in this country's history, images that will be talked about long from now; the racial tension (the real ones, as documented in movies like "Crash") is probably, in today's USA, nearly as recognizable as Jim Crow-era racism; and the three most popular, most far reaching gangs in this country (Surenos, Bloods, Crips) ALL were birthed in Los Angeles. Rodeo Rd shopping, the beaches, you can go on and on; there is much more of LA that is recognizable than DC. And if you're some Neanderthal that hasnt heard of the entertainment industry, its a sure thing that you've heard of SOMETHING that was either born or perfected in Los Angeles, and are able to identify it as such...

Hollywood IS LA. It's not a seperate city, it's just a neighborhood.
