Uhhh, Los Angeles by a few miles. What a question. Any question that has "capital" and "West Coast" in it will will automatically be Los Angeles except maybe technology.

The LA area still has more than 1 million black people for now, while Oakland has only 100k and fast declining. Not to mention the gangster/West Coast rap style started in LA.

Out of 12,000,000 people LA had 800,000 blacks. That is a much lower percentage than oakland.

Oakland does have a Stronger presence by far.

The question is city with largest black prescene not city that has influenced black culture the most. Los Angeles would win that competition in a long shot, its produced thousands of black films, black actors, gangsta west coast rap and many other things compared to oakland but actually going through the city, black people have a smaller influence in the actual city then oakland. Oakland's black prescene is far more pronounced and can be seen in more places.

Oakland is also a considerably smaller city by land area and by population than LA. I bet there are more black people in a 56 square mile part of South Central LA than there is in all of Oakland.

The answer is probably Oakland. Blacks have been leaving Los Angeles also at a rapid pace.
