Detroit is the only good contender because its skyline is large and has a mix of newer buildings and older construction and it doesn't have much natural beauty in terms of mountains and ridges to detract from it. It looks (and often is) cold and foreboding.
Gotham is supposed to be urban, dark, and dysfunctional and I think Detroit has a good amount of that.
Keep in mind I'm speaking in terms of a city being the main set for the ENTIRE movie. I'm not speaking about a city passing off as Gotham for only one scene.

Toronto has been a "stand in " for numerous American cities, for movie productions, and TV series, in the past.
For just one instance, the entire feature film "Chicago ; was filmed in Toronto. All of it, both the exteriors, and the interiors, was filmed here. As was Robo Cop Two, numerous others.
About 35,000 people in the Toronto region make their living in movie and or TV production. My son is one of them. We have seven movie studio companies located here, one of which has the largest sound stage in North America, at Pinewood Studios.
That certainly would have helped out the folks who have replied to you thus far.

So, I got into a debate with a friend. He was telling me a mutual friend of ours is stuck in a small town and wants to live in a city that feels like "Gotham". Can any city in the U.S. besides Chicago or NY pass off as Gotham? Personally, I think the answer is no. If you you believe another city can pass off as Gotham explain why.
