Pulaski County in southern Illinois is about 33% Black. It is adjacent to Alexander County, a county that is about 36% Black and is where Cairo is located. They are the two counties in the state of IL with the highest Black percentages.

Also, the Blackest county in KY and the 2 Blackest counties in MO are nearby.

Columbus, Ohio (city not the msa) is 28.0% black. We also have one of the largest Somalian/Ethiopian immigrant communities. A significant portion of the city east of I-71 is virtually all black.

As probably mentioned earlier in the thread, OH has quite a few smaller cities that are around 20% Black or higher like Toledo, Dayton, Youngstown, Lima, Mansfield, Akron, Canton, Warren and Sandusky. This doesn't include some suburbs outside of Cleveland, Cincinnati, Columbus, Dayton and Youngstown that also fit, with some being predominantly Black.

Some may not realize that the Cleveland metro area is about 20-21% Black as well. That is higher than the NYC and Chicago metros and not far behind metros like Detroit or even DC in that regard.

Just south of Seattle, there are 3 adjacent suburbs with Black percentages over 20%. Bryn Mawr-Skyway is at 28.8% with 15,339 people. Tukwila is at 20.7% with 19,573 people. Sea Tac is at 21.8% with 27,606 people. This is according to 2010-2014 census information. There are adjacent/nearby areas of South Seattle and Renton that are in the 25-36% Black range as well.

Another one may be Hopkinsville KY, which is about 28-29% Black(32,507 people according to 2010-2014 census info.). It is near Fort Campbell Army Base and Clarksville TN(140,000 people and about 22% Black). Actually, the Clarksville metro(TN-KY), which includes both of these cities is about 19% Black(about 271,000 people).

The movie Fences debuts Christmas Day. The movie is set in Pittsburgh's historic Hill District neighborhood (August Wilson's childhood home). The "Hill" was a dynamic hood for art, entertainment and culture. Pittsburgh natives include but are not limited too Billy Eckstein, Phyllis Hyman, George Benson, Billy Strayhorn, Teenie Harris.

Interesting.....I would think a major or even mid sized city in the eastern portion of TX would have at least a "substantial" Black population/percentage. I guess given the percentages in other parts of the state, there is a possibility that people wouldn't expect Dallas to have a pretty substantial/high Black percentage.
