Can not be a suburb like Carmel, IN or a exurb like Elgin, IL.
Some examples:
Fargo, ND; Rapid City, SD; Tyler, TX; Santa Fe, NM.

Criteria -
Amenities
Scenery
Safety
Culture


Try to find somewhere that can beat La Crosse
Downtown
Park on the Mississippi
Beautiful neighborhoods
Problem is the closest Chipotle is in Rochester

I'm guessing the OP doesn't want cities that are part of a larger metro area over 150K. Naples MSA is more than double that and the CSA is nearly one million.

If that's the case, since I have very little experience with this I have to go with hearsay and suggest Ithaca, NY and Sheboygan, WI. I have heard positive things along with LaCrosse as the OP states.

Maybe also Bloomington, IN and Auburn, AL though once again I have no personal experience.

Best isolated town I've been to is probably Key West, but that may be too small for this thread.

Asheville, NC is a great little city, with a thriving downtown, lots of culture, it's very scenic with the blue ridge mountains right there.

"Asheville skipped the urban renewal process that stripped the character from many downtowns"....

Ashville walks all over Bellevue. Which doesn't matter anyway seeing as its part of the Seattle MSA which disqualifies it per the OPs parameters.
