Right now no question it's Cali and they'll always have a huge edge on Texas with climate. However, if the current trends continue for 2 plus decades, we could see Texas catching and even possibly passing Cali. Just depends on if Cali adjusts their political business climate to keep Texas from passing them.

Texas has absolutely zero response to Silicon Valley.
Texas has absolutely zero response to Hollywood.
Texas has absolutely zero response to California's universities.
They will never, and can never assume any level above being the cheap-place-to-ship-mediocre-jobs until they step up their game as far as tech as far as becoming a real media capital, and until their schools command respect on the global level.
California will continue to hover over Texas in the meantime, which appears to be for the foreseeable future.

All good points. I think great universities is a key and you can say that drove Silicon Valley developing near Stanford.

California, during its last election was more concerned with legalizing Marijuana & gay marriage than fixing their **** poor economic situation.
Shows you where your states priorities are.
Again, if California is so good & Texas is so bad then why are companies like Apple, Google, & Microsoft moving here? The countries 1st American Made smart phone is being made here (Motorola X) as well as Apple choosing Texas (instead of China or California) as its place to build Macs.
Toyota builds all of their trucks in Texas (San Antonio).
