How is Philly lagging when people consider all of the above to be robust economies?
If this report is correct it's expected to grow 15 bill between 2013 and 2014. San Fran apparently grew 17 bill. How is that lagging?
It's not doing as well as for a metro it's size. It's pretty big and getting passed by. I would not be surprised to continue see it falling down the rankings more and more.

I consider the SF and LA CSA's to be MSA's, its continuous development all the way through and yes I know that a CSA consists of commuting patterns but when its all said and done both regions act like MSA's

Well it is in the state of PA... the state government is pretty terrible. But it's been passed by one city lol, maybe. These aren't official numbers. It's predicted to grow by 15 bill next year when the next runner up, Boston is growing at the same pace as it. I doubt it's going to be passed anytime soon by any other place if these numbers are even correct and San Fran did pass it.

And with everything going on with the Marcellus Shale and the Energy economy boom about to hit PA, I seriously doubt it will fall any further.

Fwiw, this source shows San Fran's growing by 7.4% in 2012 and 3.4% in 2013 (as opposed to Philly at 1.5% and 1.4% respectively).

Because you said million before you edited it. I'm sure it was just a typo...I just corrected it for clarity's sake. Not trying to offend or anything.
