Which group is better for:

I prefer the west coast over the mid west, but that doesn't make it "better"

The problem with your groupings is that the Mississippi River states are all so different from one another that it's hard to compare them as a group with the west coast, which as a whole is more homogenous. For example, Illinois and Mississippi, or Arkansas and Minnesota, share so little in common that it's near impossible to assess them as a group. Plus, the Mississippi River itself has such little influence on Kentucky that I question why you would place it in this grouping. Anyway, I would subdivide Group 1 into more groups, and make a splinter group for the southern states, so it at least makes more sense. I think it should be like this:

Group 1A-MN, WI
Group 1B-IL, IA, MO
Group 2A-KY, TN
Group 2B-AR, MS, LA

The only time you will see Minny and Mississippi grouped together.
