I would imagine it's NYC, NO, SF, and LA. All others are imposters.

LA dominates the cheap ethnic food game. At the higher end, probably SF or NYC

New Orleans is what I voted for because in addition to its own melting-pot of cultures that create a unique regional cuisine that is world-renowned, it has pretty good ethnic fare as well (particularly Middle Eastern, Nicaraguan, and Vietnamese). In terms of high-scale fine dining or European cuisines, NYC wins. In terms of cheap but very good ethnic foods, Los Angeles is king. For seafood and Chinese, San Francisco and the Bay Area come out on top easily.

Never heard much about New Haven, much less its food scene.
