Both these cities have grown immensely in the past 20 years. Both of these cities are sort of "overflows" from adjacent regions (Northeast/Midwest for ATL, California for Phoenix). Both of these cities are relatively inland cities, hundreds of miles away from the coast. Both are anchors for a region of the country. These two sunbelt cities, while look different, have a lot in common.

I'd add transportation which would go to Atlanta
I used to go to Phoenix a lot for work, and really do like the entire 'Valley of the Sun' as they call the Metro.
The mixed culture with heavy Native American influences is very cool, and the plant life and a lot of the architecture is amazing. The food is what you would expect for a major Metro of over 4 million, with fantastic Mexican thrown in.
The people are a huge mix of natives, Midwesterners, Canadians, TONS of Cali folks and a mix of everything else. I find it to be a very friendly and welcoming place, but not sure I could deal with Summer.
I am somewhat fascinated by Phoenix because it's one of the few major US cities I've never been to since I was old enough to really remember (went a couple times before I turned 6). So I won't vote. But my impressions are that ATL would win out in almost every category. This is based on anecdotes and stories from friends who have visited or relocated in recent years. Of course, that's not enough to vote so I won't.

There really isn't anything else like it in the States. It's very unique and not for everyone of course, but I like it.

Overall- Phoenix by a pretty healthy margin
Sorry, but Atlanta is far more healthy than Phoenix is LOL.
And how does Phoenix win in natural resources? I think it and higher ed definitely belong to Atlanta. The others are subjective, although I prefer Atlanta in most of them.
