Honestly, this is not a fair fight. I love Atlanta but in the categories the OP listed, it's all SF. I clicked this thread on my phone and meant to select San Francisco and missed, apparently. So, as of right now, Atlanta has one vote and it's mine and it was unintentional.
Could you pick two cities that are more different than Atlanta and SF come on man, they have nothing in common. SF kills Atlanta in everything except cost of living.
Weather: Atlanta.San Frans weather is all over the place. It warm in Oakland and cold in SF
Theme Parks-tie
Museums/Culture: -Sa Francisco and it aint even close
Parks:-SF but I like Atlanta parks. The BeltLine is trans formative and when its complete its gonna be a much different story.
Scenery:-I just like the trees, the flowers and hills in Atlanta.Of course SFC has spectacular views of the bay but unless you are rich you cant see it unless you are near public property or a park.
Sports:Not sure but I would say a tie as nothing stands out to me.
Economy: SF and its not even close
Location:-I prefer Atlanta.SF is further away than most of the U.S, population
History: Atlanta but its close
Higher Education: SF
K-12 Education (Overall Region): SF
"Big City" feel: SF
Food: SF
Interesting Suburbs: =Atlanta .SF has great suburbs but they look more or less the same.Atlanta has new and ok so I pick
Public Transit: Tie,I find BART underwhelming as much as Atlanta's
Healthcare: SF
Overall Livability: Atlanta.Cheaper for the average person, slower pace and friendlier people
Shopping:SF
I have no desire to live in SF but I can see why people would want to but if its my choice I pick Atlanta because I see it having all or almost all SF has in the near future. At least enough that would make it less of a difference.

Not everything.Cost of living and weather,Anybody who ha experienced SF weather knows what I mean.

Weather is subjective. Between winter and summer the temp difference on average is 10 degrees. Atlanta is too hot and humid during the summer months and then there are thunderstorms to deal with. I can't see Atlanta being the winner here.
