- Absolute most distinct place to visit (a one-of-a-kind, cant-get-anywhere-else experience)
- Absolute most entertaining place to visit (lots of live shows, lots of street acts, lots of bustling features to engage in)
- Most amount of things to do and see and a variety of things to do and see
- Most user-friendly infrastructure and conveniently located infrastructure (I.E. airports, bike lanes, transit lines, development and nodes)
- Best brewery, winery, and culinary offerings
- Most "sense of place" and capability to immerse in localized culture during a stay
You're free to add any and all additional criteria. I don't care as long as we stick to the cities/choices given when making our cases. For the record, I don't believe all the cities above are on the same level for tourism and visitors but that's the thing, I listed so many that it is up to all of you to decide where to put them and then give one of them the win as the absolute best.

Great thread idea, but why are you excluding New York City? It's my favorite city on the planet, but "dynamism" is a murky term to define, and I don't think it's clearly in a tier to itself here that warrants exclusion--especially against Mexico City, based on your criteria.
Mexico City easily by the criteria given, though there's also quite a bit that would turn some people off to the city, most notably the fairly terrible pollution/air quality.
I say Miami. Big cities are big cities, but South Florida has a very unique feel to it unlike anywhere else. Beaches, nightlife, everglades, cuban culture, etc.
For a visitor to the US it would be a much better experience than just another big city.
I think New Orleans has a chance. It may not have the "most" attractions but I feel it has the most distinct local culture and one that is easy to see and feel a part of, at least in the US.
