Memphis is cool, but Milwaukee easily wins pretty much every category listed. Solid town with far fewer problems.
Of course, culture and people is up to individual taste.
Race relations is a bit of a problem either way, but from different angles. I only mention that becasue Milwaukee gets a lot of flack for being more segregated as a big city.

Memphis is cool but Milwaukee is by the lake and Chicago. Milwaukee gets so cold tho, so maybe Memphis Idk, Im not voting for either one

Milwaukee as Memphis can't compete with Milwaukee right now....Memphis will probably be the last of the big cities in Tennessee to be gentrified.

Milwaukee is too cold and too racist for my taste.

Memphis is too hot and too racist.

Milwaukee is better in most categories listed like safety and shopping.

Outside of Beale Street and Fedex what's in Memphis? The BBQ is ok, I like Kansas City BBQ better lol

This is a very good question, not to put down Milwaukee, but it seems questionable at best for a Milwaukee supporter to bash Memphis...

Unless we've drastically changed the threshold for what is considered a major city, it's news to me that Milwaukee is a major city. And if it is, I guess it's only fair to consider Memphis a major city too. Right?
