11 in Phoenix for January is not a high number for a city of 1.6 million people.

Last year they had 152 homicides as of mid-December but the city has 1.6 million people, which means that they average about 13 homicides per month in Phoenix.

Phoenix has twice the homicide rate of the national average but is still only a fraction per-capita of many American Cities.

It was an extremely warm January also in Phoenix but overall that is about average for a month in Phoenix.

Indianapolis on the other hand has just over 800,000 people and had 16 homicides during the coldest month of the year.
