They are all too hot! In the same category I would prefer a place like Woodbury for a much better quality of life. Of the four listed I would pick Folsom.
Whichever one gets the most snow (which isn't much or any for those). In that case I suppose I'd choose Plano.
Well if that's your criteria Folsom sits in the Sierra foothills so it's less than a hours drive to the snow line and a bit further for world class skiing.

Eastern Sacramento suburb, classic California stucco suburbia (not nearly planned to the level of The Woodlands) but safe, good schools, great recreation, and good employment situation.
