Probably a tie between Pittsburgh and San Francisco. Charleston WVA is also very hilly.

Little Rock seemed pretty hilly compared to what I'm used to on the gulf coast.

Most cities have a Flat Downtown, because hey are in A river Valley. But as you go further out from Downtown, the Hillyer it gets. Exceptions are San Fran (not in a river valley) Atlanta (ditto) and Pittsburgh. Some cities have a few hills Downtown but they arnt as Prevalent.

Also Providence is overlooked, it has 3 hills that Ring Downtown, Smiths, Federal, and College, all are several hundred feet high.

Wichita is about as flat as you can get, even compared to OKC or Dallas. KC, San Antonio and Austin are hilly.

Tallahassee is hilly by Florida standards. Kinda like Tucson is really rainy...compared to Phoenix.

Miami is FLAT! That's as flat as it gets. San Francisco is really hilly (but I think they're actually mountains).
