Any city that has a noticeable black presence, to me, has a "large black population". Cities like Portland are notorious for being "mostly white" but there are definitely areas with prevalent black communities, so even though it's nothing compared to NYC or Detroit I still say Portland has a "large black population".

Detroit
Atlanta
DC
New Orleans
Baltimore
Birmingham

so basically 50% or more

It really depends on the size of the city, NYC has 8.3 million people with 26% being black which gives NYC the highest black population in the US.

I put 25% or higher.

Percentages no longer matter when it comes to the black population. You have to go off sheer numbers these days. Our percentages are steadily declining due to the growth of the Hispanic community. Our overall population is growing but our percentages are declining in most cities. So a better way to judge growth is by the percent of how many African Americans you gain.

Cities that are majority black. I have lived in Atlanta, Hampton VA, Columbus GA, and Newport News VA where there are a great number of blacks. I have also lived in Lawton OK where there's really no large black population.

A LARGE black population would have to be the majority.
The city I live in now is 25% Black, but you can be 2 miles up the road from the predominately black section and would never know that there's such a high black population, and my city is only 4 square miles. (though some people think of it as "all black")

So cities like Detroit, Newark, Atlanta, New Orleans and Baltimore are the definition of a large Black population.
Boston is about 25% black... did anyone even know that? I think if your actually in the middle of a predominately black area it feels like A LOT, but you have to see it as a whole.

It also depends where your from and what your used to..

Actually, doesn't New York really have the highest number of Whites, Blacks, Hispanics and Asians.
