For R&B (In no order):

Atlanta - Xscape, TLC, Monica, Usher, Neyo, etc - substance

Bay Area - Envogue, Keyshia Cole, Tony! Toni! Tone!, etc

Detroit - Motown

New York - Alicia Keys, Mary J Blige, and Mariah Carey.....all about substance.

Philly - love jill scott

Houston - We did have the Biggest selling Female group, and also H-Town.

I'm not a current fan of much west coast hip hop these days. It's like being 'underground' is the new thing, which in itself completely defeats the purpose. NYC certainly has the most legends in my mind, but my fave style of rap midwestern: Bone Thugs N Harmony, Twista, Tech N9ne, Eminem(90s), Crucial Conflict, etc.

Lupe Fiasco, Lyfe Jennings, Chip Tha Ripper, Kid Cudi, Royce da 5'9", Brother Ali, POS, and Hi Tek are my faves from the midwest recently.

it's not a "thing" to be underground. It's a choice you make...a choice to forfeit huge amounts of money so that you have control over your own music, and not be a corporate pawn. That's what being "underground" is. It's a synonym for "independent" pretty much, and I'll tell you that on the west coast (Bay Area/Northern California especially) rappers have been doing independent/underground hip-hop by the boatloads, since the 1980's. It's that important to most rappers out here that they have complete control over their own music, and the money making process.

Underground hip hop = no rules on what you can record, and no CEO's taking 90% of the money YOU made. Commercial hip-hop..now THAT'S the the real problem, if you ask me...

U forgot a couple for nyc-luther vandross for one. But detriot takes it if your going to count motown. Nyc takes it if where talking about the last 20 years.
