I will say that R&B is HARD for anyone to come out and say their city has the best.
NY has the best for hip hop. Followed by Los Angeles and then the Bay (yes the Bay although I haven't heard much coming from them today). Houston and Detroit are heavily underrated as is Chicago and Philadelphia (great city for battling).
But R&B is HARD. Chicago, Philadelphia, Atlanta, and Detroit has a huge amount of R&B artists over the years.
The best rap was in the 90's and back then it was (a surprise to no one) between NYC and L.A. The south has risen in prominence in the last decade, but I'm not a fan.
