Culturally I'd say it would be a tossup between Texas and New England. If economics are factored in...it would be Texas.

I'd probably say Louisiana and more specially Southeast Louisiana. They seem to have a culture there not find in many other places and unique to that region, mainly the cajun culture. They don't seem to export their culture more so than the other choices.
