This is the second battle of publically funded colleges and university systems. Between Ohio, Pennsylvania and North Carolina, which state has the highest quality of education, best overall facilities for learning, and highest percentage of graduates? Rank the three states public 4-year institution systems from 1 (the best) to 3 (the least best).

Honestly, you're forgetting a couple of heavyweights, Michigan and Virginia, which are top tier for public university systems.

My vote goes to Ohio because of much strength in four universities, Ohio U (Journalism), Miami U (business and liberal arts), U Cincinnati (architecture), and Ohio State (Engineering and fine arts)

However, I will admit I am biased, UNC does have the best flagship and Pennsylvania does have the best combo, IMO.

Also forgot to mention above that another strength for Ohio State is that they do offer decent programs in ANYTHING.

You also left out California, which easily has the best public Universities in the nation.

^California is already compared in another poll, which I am too lazy to find the link to because it's floating around here tonight and it's not exactly rocket science to go back to the main page of City vs City, scroll down, and see it. As of now, I believe it's still there.

Also, the quality of Cali's Universitites is highly debatable, especially considering massive budget cuts coming soon.

I'm a bit biased, but I'm still saying Pennsylvania, which has numerous outstanding universities and won't accredit ITT type of schools/programs etc.

I don't see what's debatable...2 of the top 3 Public Universities are in Cali, including #1 (Berkeley). 6 of the top 15 Public Universities are in California. Berkeley, UCLA, San Diego, Davis, Irvine, and Santa Barbara.
