Atlanta technically, but it's kind of a joke. 90% of those counties can't possibly be "metro suburban" especially in a state like Georgia which is ranked 18th in population density. My vote is NY-NJ-CT for the largest realistic metro area. If you count the entire Balt-Wash area, which includes about half of Maryland that would also be one of the largest.

Georgia has smaller counties than almost any state (it has the 2nd highest number, after TX)...and any population density in the state is most likely concentrated in the Atlanta metro.
