Washington, D.C simply bc it will record its lowest homicides in 40 years .....Coming from the original murder capitol.....481 homicides in 1 year in '91 down to 137

NYC's crime rate is down 25% since 2003 I believe. Heard it on the news today. And something like 60% since the late 80s.

Philadelphia finally reversed it's population loss to the suburbs and is growing again, avoided the worst of the housing crash, topped out 4 more downtown tall-buildings (and won a world series).

I vote for the Dallas/Fort Worth metroplex since its the fastest growing by population number in the US since 2000 now.

Atlanta is doing the same thing. As long as no murder spree occurs in the last few days of the year (knocking on wood), 2009 could end the year with less than 80 homicides, breaking the previous 40 year low in 2005 which had just over 90, which was the first year in at least 40 years that had less than 100 homicides.
