How would that be if the year isn't over yet?

FBI just released their official Uniform Crime Report the other day for 2009, stating that crime was down for the 7th straight year in America. For Louisianans, it amounts to crap. Per capita homicide indicated that Louisiana's rate was the highest in 2009. This marked the 21st straight year that Louisiana's per capita homicide rate was highest of any U.S. State (1989-2009) in large part due to New Orleans' highest sustained per capita rate on average for the period. It's not a news story nationally or Louisiana because Louisiana's per capita incarcaration rate has been higher than any state for most of that time period, and it would logically point to the fact that more non-violent criminals are doing time than actual killers. Furthermore, it would magnify what most criminalogists have saying all along. You just can't keep beating a dead horse thinking arresting your way out of the problem will reap long term success in the struggle against a culture where lethal violence is engrained in it's youth. I'm saying this because I recently read that the new Police Chief is going down the same road, when I thought the large decrease in murders was because of some sort of new stategy. Same old, same old at the end of the day.

45 homicides for Flint to date up from 36 (5th highest crime rated city in America) total last year and 32 the year before that. There has also been nearly twice as many arsons than the previous two years with 342 and this number will rise greatly in the closing months. It has been a BAD year for the city of Flint.

FBI statistics show drop in violent crime in Flint, but homicides on the rise | MLive.com

The city of Los Angeles has had 204 murders as of 9-11-10 (most recent stats available).

-This is a decrease of 11% from 228 last year.
-In the most recent reporting block from August 15th through September 11th, there were 11 homicides in the city, down 56% from 25. Overall a very safe summer in L.A. compared to last year.

Yeah it's insane, but Flint actually has under 100,000 people now as it (and New Orleans) are the fastest declining cities in population in the country.
