Since the word 'most' was used in the question, I said L.A. The reason being that the beaches in that metro area stretch all the way from southern Orange County to north of Malibu. I know the Miami metro coastline is long as well, but between the L.A. coastline and the larger population, I went with it.
San Diego definitely has a very strong beach culture, but again, the 'most' thing. I don't know too much about VA Beach.
I put Virginia Beach. (Hear me out!)
Without the beach (the single longest pleasure beach in the world) there would be absolutely no reason to go to Virginia Beach! There is plenty in all those other cities to do, other than the beach. But I'd say that Virginia Beach is most affected by its location to the beach.
It's almost a 3-way tie amongst Miami, L.A., and SD
I went with SD because they seem to have the more accessible beaches which are more often visited and used by a bigger percentage of the city's population and visitors. Their water gets to be warm enough to swim in and they have tons of beach bums. They have many of SD's and neighborhoods on the beach whereas L.A. has many more of its neighborhoods and suburbs inland. My family in Burbank and the Valley don't get out to the beach all that often - they see it from the Hollywood hills more than they ever go there.
San Diego has a lot of people living in beach towns, proportionately a lot more of the city's population compared to L.A.
Miami's beach culture is up there also but when I go to Miami I know a lot of people who seem to love the idea of the beach being there but they don't go nearly as often as one might think. A lot of people in Miami and even South Florida are content to stay a few miles inland and then drive by the beach or go have dinner somewhere that is on the beach once in a while, but they really don't go spend a day at the beach all that often. Maybe they take it for granted, but whatever the reason, they just don't really take advantage of their beaches beyond being glad that they're there. Odd because they do have the BEST beaches - the beaches in South Florida are like being in the Bahamas, because you're so close it's almost the same. Clear, warm water and beautiful sand. Florida's beaches are the most beautiful and most tropical beaches by far. They are my favorite.
