Northern Brooklyn has a combination of 97% blacks so mine goes to north BK
No area in Brooklyn is 97% Black. Hell, for that matter, you'd be hard-pressed to find any neighborhood within the whole city that's 97% Black. The areas with the highest percentage of Blacks are East Flatbush, Brooklyn, and a few areas in SE Queens, and even those are only about 90% Black.

As for 'best,' hard to say. Ft. Washington is the most populous - a big area of affluent blacks. View Park is one of the richest w/ beautiful view homes from the 20s &30s, but borders Crenshaw. Ladera Heights has highest per capita income of all the places & the most expensive housing. It also has ocean views, large ranch homes (instead of McMansions), close to beach, close to freeway, close to 3 major universities, but, like wealthy & white Hancock Park, you'll have to send kids to private schools. Mitchellville (Woodmore Country Club) is second to Ladera in wealth, but the houses are cheaper & you get much more land for your money so it looks more expensive.
Most of the stable black communities are located in suburbs or outer parts of cities. It would be nice if there were more stable inner-city black areas but unfortunately that can not happen until this whole hip-hop/gangsta phase passes over. Most well-off and professional people(both black&white) wouldn't want to congregate in the same area as people who represent themselves to be thugs or people who walk with most of their underwear showing. Who would want to go shopping amongst people who represent themselves as intimidating and vile? Yes, there are also people of other races who dress in the so-called "thuggish style" but it's much more prevalent with black youth and there are more negative connotations with a black person who represents themselves that way (thanks partially to the media) which leads to others being more likely to feel unpleasant and avoiding the area affecting the profitability that businesses could make in an area. Sad but it's just the way it is, don't shoot the messenger.
Loitering should also not be tolerated, yes people of all races loiter but again, it seems like it's much worse in many commercial areas of black communities. One thing I notice is that in most white communities (except for "redneck" ones), it is mainly just kids/teenagers who loiter but in most black communities it is people of all ages, in many black communities it's very common to see groups of men in their 40's dressed as teenagers congregating in front of corner stores/local establishments as well as people who appear to have addictions and other people society would deem "dangerous".

Often what looks like "loitering" to outsiders is merely where people in the community socialize... replace the corner store with a coffee shop and the same is true about wealthier areas. The reason why wealthier people typically do not want to be around poorer people is because there is a real cultural disconnect between poor and wealthy people in America. They might come together in church but outside of that the two all but purposefully self-segregate. I've rarely seen any real exceptions to that.

I'd say that's true. I saw that in Los Angeles. But the Jews eventually move away.
There comes a tipping point where the Jews do move away. Roxbury and Dorchester in Boston, South Shore in Chicago are a few good examples. These Jews went to Jewish suburbs, Brookline and Highland Park, which are less integrated than where they came from. The tipping point is,as a prior poster stated, decline in r.e. values.
