I think it is now Houston. And getting better.

After that probably would be Miami, a city built on tourism, and even after heavy development, still has alot of natural features to interest the tourist.

I suppose that would require a major invasion of Georgia for that to happen!

Don't know about others, but I can vouch for Dallas not having much in terms of monuments or landmarks. It's a work-a-day town, nothing wrong with it. Off the top of my head, the only landmark/monument that someone from far away might want to come specifically to Dallas for, would be the Sixth Floor Museum/Kennedy Assassination history located at the edge of downtown.

Are there local landmarks and monuments or some historical import for locals? Yeah, sure...just like in any other city. But I don't think people would visit Dallas for its landmarks and monuments quite like they do, say, Boston.

Miami by far, the other three are probably better places to live b/c of a better economy and affordable housing. Miami's attractions are exported worldwide through movies and tv; the beaches, ocean, boating, clubs, South Beach, Latin/Caribbean culture, etc.. You have the Everglades close by and the Keys an hour or two away. South Florida is a really unique place in America imo, great place for vacationers as the city revolves around tourism.
