Using UA methodology, it's perfectly understandable how non-contiguous UAs can existing within the same county.
The U.S. Census/OMB source is much better IMO as the methodology is clearly laid out. The only downside is the lack of annual estimates.

I'd prefer that they did annual estimates as well. Given the lack of them, this is the only source that I've found. It will be interesting to see how it maps to the next OMB report after the next Census report comes out in 3 years.

What a confusing arrangement you have here? Especially for tier 2 and 3, things just don't seem to make since unless, for lack of familiarity, you believe cities like Jackson, MS and Louisville belong in the same category?

Agreed, Louisville is easily Tier 2 but it shows it's national reputation still needs work. Memphis and OKC image boostered by pro sports but in many ways do not offer lots of what can be found in Louisville, particularly OKC.

I think you might be a little confused or don't know or may not be familiar with cities, especially with that Tier 3 grouping... The cities highlighted in red are way too big to be grouped with some of these Cities and you couldn't have been to any of these cities such as Louisville, Richmond, Norfolk, etc. to group them with an Augusta Georgia or even a Greenville. Augusta looks totally out of place over here. Poor Orlando without a doubt is booming but does not belong in Tier one, definitely tier 2. To be honest you need at least 5 Tiers the way you are grouping Cities!.
